Pre-application public consultation
Where a developer wishes to be seen to be engaging the community from the outset, this process attempts to ensure that the local community are brought on board before an application is made. It allows them to assist in formulating the plans so that what is proposed is what the local community wants – at least as far as this possible.
This consultation could involve working groups, architecture weekends, open meetings and online consultation. The online consultation element is the most important as it will enable a greater penetration of the local community, facilitating access to a larger number and allowing a broader range of people to participate and give their views.
This stage is particularly relevant where the proposed development has a number of options, such as large scale developments of airports, roads or other infrastructure, as well as urban regeneration of edge of town development, or a local plan were a number of sites are under consideration. By using a combination of techniques, but predominantly online, the wider public and stakeholders can be given detailed information about the various options available for them to make considered comments based on accurate information.
The outcome from this will be a series of suggestions, or specific recommendations, from the local community and stakeholders. The responses can be evaluated and mapped to assist the developer, and also the local authority, in decisions about the proposals.
